Tilak Dhari Singh established TD PG College in Jaunpur after completing his schooling in Jaunpur and Raebareily and pursuing a law degree at Canning College, Lucknow University. Despite his father's death during his graduation in 1885, he persevered and completed his degree. Upon returning to Jaunpur, he assisted many lawyers and remained committed to the belief that education is the key to eradicating poverty. In 1914, he founded the English Middle School as a precursor to the establishment of TD College Jaunpur, which aimed to provide high-quality education to the children of the Jaunpur district.
